Experience sharing on the modernization and use of administrative data and records for statistical purposes

You are cordially invited to participate in the webinar on “Experience sharing on the modernization and use of administrative data and records for statistical purposes” taking place on 28 and 29 June 2022 at 3:00-5:30 pm EAT (GMT+3).

The webinar will provide a platform to share experiences and best practices in the modernization and use of administrative data and records for statistical purposes from national statistical offices in Africa and beyond. It will also highlight the challenges countries that successfully use this source of data faced during the modernization process and how they were addressed. The webinar will also serve as a forum for African countries to share information on the kind of support they need from partners to implement a roadmap to modernize their administrative data and registers for statistical purposes. It will also help to share information on available tools, materials, and programmes supporting this.

The webinar is organized by the Economic Commission for Africa, in partnership with UN-Women; the African Union Commission; the National Institutes of Statistics of Burundi, Cameroon, Niger and Sierra Leone; and the Office of National Statistics of the United Kingdom’s.

The conversations will take place in both English and French, with simultaneous translation.

Speakers and panelists

ACSSimon Whitworth is the Head of Data Ethics and Research Accreditation at the UK Statistics Authority. Simon leads work to develop and operationalise statistical legislation that enables access to administrative data for analytical purposes across the UK. Simon also leads the work of the UK Statistics Authority’s Centre for Applied Data Ethics which provides well-used tools to enable analysts to efficiently and robustly consider the ethics of their use of data, and delivers a programme of international research on data ethics-related issues.

ACSMr. Issoufou SAIDOU is an economist and statistician engineer. Since June 2017, he has been the Director of Coordination and Statistical Management at Niger's National Institute of Statistics. Mr. Issoufou Saidou has demonstrated expertise in developing and implementing National Strategies for the Development of Statistics, developing and implementing the quality approach, and carrying out specific reforms of Niger's National Statistical System.
ACSCharlie Wroth-Smith is the Head of the Methodological Research Hub at the UK Office for National Statistics leading a programme of research to develop statistical methods for official statistics. Charlie also leads the Administrative Data Methods Research Programme working across the UK government and academia to develop methods for administrative data and its integration with other data sources. Charlie has experience of identifying and overcoming quality challenges with administrative data having led the development of government wide data quality frameworks and guidance alongside advising analysts on using administrative data for statistical purposes.

Miriam B Jalloh works for Statistics Sierra Leone (Stat SL), as a Principal Statistician. She holds a Bachelor of Science degree with Honors in Mathematics from the Fourah Bay College University of Sierra Leone, and a Master’s in Business Administration from the University of Maryland University College. She has over ten years of managerial experience working in institutions like the National Revenue Authority, ministry of finance and economic development, KPMG, and Justice Sector Coordination Office. 
A huge part of her work portfolio working in the private and public sector revolves around coordinating the implementation of development programs, reporting economic performance, collaborating within institutions that participate in coordination, localization, and implementation of national development agenda’s. Her technical and people management role at Stats SL articulates well with planning, development and validation of statistics programs and play a key role in coordinating the implementation of institutional policies and framework, coordinating statistical activities and development Strategies in a timely and efficient manner. Working with Stats SL has given her a lot of opportunities to support transformation and modernization agendas within the national Statistical System (NSS). Being part of diverse teams coordinating initiative that seeks to relate with key data sources has given her a lot of exposure in statistical coordination. Currently, she represents Stats SL as a rapporteur on the technical team three of the African Group on Transformation and Modernization of Official Statistics. The Team is responsible for the coordination of the national statistical systems and statistical legislation (including administrative data systems and other sources
ACSAmbroise Abanda has been the Head of the Statistical Coordination and Dissemination Division at Cameroon's National Institute of Statistics since 2009.
He coordinates the National Statistical System, including the development and evaluation of the National Strategy for the Development of Statistics and capacity-building activities for sectoral administrations.
He is also an associate professor at Yaoundé's Sub-regional Institute of Statistics and Applied Economics (ISSEA-CEMAC).
ACSTom Mills heads up the Data Development Team at the Office for National Statistics of UK (ONS). He is responsible for ensuring Administrative data used by ONS are structured and standardised correctly, and ensuring such data are used consistently across both ONS and other government departments. 
Tom has worked at ONS for 6 years with a variety of Administrative data sources including health, tax and education and many more. He also has experience linking administrative data with other sources including surveys and the Census to transform and modernise existing statistical outputs.

 

ACSNDAYISENGA MODESTE is an engineer statistician with 11 years of experience at Burundi's Institute of Statistics and Economic Studies. He is in charge of one of the Demographic and Social Studies Department's three services: the Social Studies and Social Statistics and Poverty Monitoring Service.
ACSIsabella Schmidt is currently the UN Women regional gender statistics specialist for the East and Southern Africa Region and has more than 30 years experience in international development and statistics. Her main responsibility currently is to coordinate and provide technical support as part of UN Women’s gender data and statistics flagship project, Women Count. Prior to joining the UNWomen ESARO office, Dr. Schmidt was the Chief Director, Social Statistics, at Statistics South Africa where she was responsible for overseeing the production and promote the use of Social Statistics in the country. Her portfolio included gender, marginalized groups, education, governance, public safety and justice, housing & service delivery, tourism, transport statistics.
ACSGrace Bulenzi-Gulere is currently working with UN Women. She leads the Governance Pillar and specifically Gender Statistics other components include Inter-Governmental Support and Gender Responsive Budgeting, Leave No One Behind, Gender and HIV, Women Political Participation and Leadership at UN Women Uganda Country Office, where she works with Development Partners, UN System agencies, National Statistical system, and closely with Uganda Bureau of Statistics, and the Economic Policy Research Centre and Civil Society to advance development and use of Gender data and Statistics. Prior to joining UN Women, she was Principal Officer, Statistical Coordination at the Uganda Bureau of Statistics where she worked under the Directorate for Statistical Coordination Services. Grace was directly responsible for Statistical Coordination, specifically development and implementation of the Plan for National Statistical Development; development of Gender Statistics and Monitoring and Evaluation of Statistical Programmes
ACSSilja Emmel is currently a Consultant with UN Women, supporting the development of a quality assurance toolkit for administrative data for the East and Southern Africa Region as well as admin data country assessments. Before, she has been with the UN Statistics Division, supporting various projects linked to the Collaborative on Administrative Data. Silja has worked with capacity development in official statistics with a large number of countries for the past 10 years, previously for Statistics Denmark. Her work has a strong focus on cooperation between the National Statistical Office and other state institutions as well as the increased use of administrative data for official statistics.
